The development of information and communication technology, both electronic and non-electronic, has penetrated various aspects of life. This development requires all elements within these fields to keep pace. This is also true for the primary community of this technological development: information. Information seems limitless. Everyone can now access a wide variety of information from various sources and through evolving technology and communication media.

Regarding information, Public Agencies, as a means of providing services to the public, have also experienced significant development. These Public Agencies include executive, legislative, and judicial institutions, and other bodies whose primary functions and duties relate to the administration of the state, whose funding is partially or entirely sourced from the State Budget and/or Regional Budgets, or non-governmental organizations, provided their funding is partially or entirely sourced from the State Budget and/or Regional Budgets, community donations, and/or foreign sources.

The enactment of Law Number 14 of 2008 concerning Public Information Disclosure is an Indonesian legal product issued in 2008 and promulgated on April 30, 2008, and came into effect two years after its enactment. This law, consisting of 64 articles, essentially obligates every Public Agency to provide access to public information for every requester, with the exception of certain specific types of information.
